Projects which involve the erection, construction, alteration, repair or improvement of any State structure, building, road, or other improvement are considered Public Works projects. Public Works projects at the CSU are divided into Major Capital projects (estimated at greater than $600,000 and Minor Capital projects (estimated at less than $600,000).

The Contractors State License Board (CSLB) protects consumers by licensing and regulating California's construction industry. There are more than 310,000 licensed contractors in the state, in . In addition to educating consumers about contractors and construction law, CSLB activities include administering examinations to test prospective licensees, issuing licenses, investigating complaints against licensed and unlicensed contractors, issuing citations, suspending or revoking licenses, and seeking administrative, criminal, and civil sanctions against violators.

CSU Builders Risk Insurance Program
The Trustees have established a CSU Builders Risk Insurance Program to be used on the following types of contracts and for all projects with construction estimate greater than $600,000:
Design-Bid-Build
Design-Build
Construction Manager at Risk with Guaranteed Maximum Price

NOTE: The Trustees are not utilizing this program for minor capital outlay projects and job order contracts.




The Trustees have implemented a labor compliance program only for projects funded from either of the following:
Kindergarten-University Public Education Facilities Bond Act of 2002 or 2004 (either Proposition 47 or 55), in which the contract starts on or after April 1, 2003, or State-issued bonds such as general obligation or lease revenue bonds (Systemwide revenue bonds are not considered State-issued bonds), in which the contract starts on or after August 1, 2010.The Department of Industrial Relations will not be administering labor compliance for these projects, instead, the Labor Compliance Unit, within the Construction Management Unit, in CPDC will do so. Perceptive Enterprises, Inc. is assisting the CSU with the administration of its labor compliance program.

NOTE: For projects that are not funded from the aforementioned funds, the Department of Industrial Relations (DIR) will administer labor compliance.

CSUEB Facilities Department

The Division of Apprenticeship Standards (DAS) administers California apprenticeship law and enforces apprenticeship standards for wages, hours, working conditions and the specific skills required for state certification as a journeyperson in an apprenticeable occupation. DAS promotes apprenticeship training, consults with program sponsors, and monitors programs to ensure high standards for on-the-job training and supplemental classroom instruction.


 
Electrician Certification Program (ECP)  
Assembly Bill (AB) 931, signed by the governor in October 1999, required the Division of Apprenticeship Standards (DAS) to establish and validate minimum standards for the competency and training of electricians.

The electrician certification program is the result of that requirement.

     
The Public Works unit of the Division of Apprenticeship Standards enforces laws related to the employment of apprentices on public works projects (LC § 1777.5). Contractors performing public works projects in California are required to notify applicable apprenticeship committees when they are awarded a public works project. They must also employ apprentices and make training fund contributions to an approved apprenticeship committee or to the California Apprenticeship Council. The public works unit assists those complying with these requirements
